外交部明(112)年度提供700名台歐連結獎學金名額予29國學生來台學習與交流
 
過去兩年雖受疫情的肆虐,台歐連結獎學金申請依舊十分踴躍。然而因為疫情限制了國際人員流動,前(109)年獎學金名額仍有剩餘。
 
鑒於獎學金申請情形十分踴躍,外交部於明年匡列了700個台歐連結獎學金名額,並從原先的26國,增加至29個國家,分別新增冰島、克羅埃西亞、挪威三國,其中名額最多的國家是英國、法國、德國,其次則是捷克、匈牙利、波蘭及斯洛伐克之V4國家集團(Visegrád Group, V4)及立陶宛,歡迎各國學子踴躍申請。

問:What does the Foreign Minister make the statements which came out of the recent bilateral meetings between President Xi and his Australian and US counterparts? Are you encouraged by the comments leaders made regarding Taiwan? Is there anything you think President Biden and Prime Minister Albanese should consider as they attempt to repair relations with Beijing?
中譯文:請問外交部長如何看待中國國家主席習近平近日分別與澳大利亞、美國舉行的雙邊領袖會談及相關聲明?外交部是否樂見各國領袖關於台灣的評論?外交部認為拜登(Joe Biden)總統和艾班尼斯(Albanese)總理在試圖修復與北京的關係時應該注意什麼? (澳洲Sky News Australia 特派員 Brent O’ Halloran先生)
 
答:Thanks for your question, Brent. US President Joe Biden took part in the 17th East Asia Summit in Phnom Penh,  Cambodian, on November 13 and held a bilateral leaders’ meeting with Australian Prime Minister Anthony Albanese, as well as a trilateral leaders’ meeting with Prime Minister Fumio Kishida of Japan and President Yoon Suk-yeol of the Republic of Korea. In these meetings, the United States, Australia, Japan, and the Republic of Korea all reaffirmed the imperative of maintaining peace and stability across the Taiwan Strait.
  
Following the US-Japan-ROK Foreign Ministers’ Meeting in February and the US-Australia-Japan Trilateral Strategic Dialogue in August, it showed a joint concern for cross-strait peace and security. Taiwan sincerely welcomes this latest demonstration of support and expresses its appreciation to the leaders of the U.S., Australia, Japan, and Republic of Korea.
        
On November 14, President Biden and Chinese President Xi Jinping met in Bali, Indonesia. President Biden stated that the US “one China policy” has not changed, that the U.S. opposes any unilateral changes to the status quo by either side, and that the world has an interest in the maintenance of peace and stability in the Taiwan Strait. President Biden also conveyed US objections to China’s coercive and increasingly aggressive actions toward Taiwan, which undermine peace and stability, not only across the Taiwan Strait, but also in the broader region and jeopardize global prosperity.  Taiwan expresses its appreciation to President Biden for again publicly declaring resolute US support for the maintenance of peace and stability across the Taiwan Strait and US commitment to Taiwan’s security during his meeting with the Chinese leader.
  
Taiwan occupies a pivotal position in the first island chain in East Asia and has long played a vital role in maintaining regional security. The high regard that the governments of the United States, Australia, Japan, and the Republic of Korea continue to hold for cross-strait security underscores the strong degree of consensus among democracies on the preservation of peace and stability across the Taiwan Strait. Taiwan is a responsible member of the Indo-Pacific democratic community. At this critical time, when authoritarian nations are openly challenging the international order, Taiwan will continue to strengthen its self-defense capabilities and cooperate closely with like-minded countries to jointly counter coercion by authoritarian regimes; safeguard peace and stability across the Taiwan Strait; and ensure a free, open, and prosperous Indo-Pacific.
  
The Ministry of Foreign Affairs of Taiwan notes the meeting between Australian Prime Minister Anthony Albanese and Chinese President Xi Jinping on November 15 during the G20 summit in Bali, Indonesia, prior to which Prime Minister Albanese said that he was prepared to meet “without preconditions.” The first formal meeting in almost six years between the countries’ leaders aimed to resolve differences between Australia and China through dialogue.

Taiwan agrees with Prime Minister Albanese’s viewpoint in stressing the importance that Australia attaches to the stability and prosperity of the Indo-Pacific region and international peace and security, as well as its concerns over Australia-China relations with regard to trade, consular visit, and human rights issues. Taiwan also concurs with Prime Minister Albanese in encouraging Australia and China to continue communication and dialogue as well as reaffirming that Australia will never back down in defending its national values and interests.
  
Taiwan and Australia share the core values of democracy, human rights, and the rule of law. Bothe countries are like-minded partners in upholding free-market ideals, opposing economic coercion, and striving to maintain security in the Indo-Pacific region. At many key events in recent years, the Australian government has publicly expressed support for Taiwan’s international participation and emphasized the importance of peace and stability across the Taiwan Strait.
  
The substantive progress in Taiwan-Australia ties has been widely recognized. Based on these existing solid foundations, the government of Taiwan will steadily deepen mutual trust with Australia and continue to expand cordial, reciprocal, and mutually beneficial cooperation across various domains.
  
中譯文:美國總統拜登(Joe Biden)於11月13日出席在柬埔寨首都金邊舉辦的第17屆東亞峰會(East Asia Summit)時,與澳洲總理艾班尼斯(Anthony Albanese)舉行美澳雙邊領袖會談。此外,拜登總統也與日本首相岸田文雄及韓國大統領尹錫悅舉行美日韓三邊領袖會談。在兩場會談中,美澳日韓四國領袖均重申維護台海和平穩定的重要性,這是繼本(2022)年2月美日韓外長會議及本年8月美日澳戰略對話後,美國、澳洲、日本、韓國四國政府又一次共同關切台海安全議題,外交部對此表達誠摯歡迎與感謝。
  
之後我們也看到美國總統拜登與中國國家主席習近平於11月14日在印尼峇里島會晤。拜登總統曾當面向習近平表達美國的「一中政策」沒有改變,美國反對任一方片面改變台海現狀,維持台海和平穩定符合全球利益;美國反對中國對台採取脅迫及日益具侵略性的行徑,破壞台海和平穩定,並危害區域安定與全球的繁榮。外交部對於美國拜登總統利用與中國領導人會晤的場合,再一次公開表達美國對維持台海和平穩定的堅定支持與對台灣的安全承諾,表達我方肯定與感謝。
  
台灣地處東亞第一島鏈的關鍵樞紐位置,在維護區域安全上,一向扮演重要角色。澳美日韓四國政府持續表達對台海安全的高度重視,再度彰顯維繫台海和平穩定已是民主國家的高度共識。台灣作為印太地區負責任的民主陣營成員,在當前威權國家公然挑戰國際秩序的關鍵時刻,將持續強化自我防衛的國防能力,並與理念相近國家緊密合作,共同對抗威權體制的脅迫,維護台海和平穩定及印太區域的自由開放與繁榮。
  
至於澳洲總理艾伯尼斯(Anthony Albanese)與習近平11月15日在印尼峇里島「二十國集團」(G20)峰會期間會晤,這是「不預設任何前提」下,時隔近6年後,澳中兩國領導人再次進行正式會談,希望以對話方式化解澳中雙方歧見。
  
台灣認同艾伯尼斯總理向中方強調,澳方對於維護穩定及繁榮的印太地區國際和平與安全的重視,以及對於澳中雙邊關係、貿易、領事(探視)、人權議題的關切,呼籲澳中直接持續溝通對話,並重申澳方對於捍衛自身價值與國家利益絕不退縮等立場。
 
台灣與澳洲為共享民主、人權及法治等普世價值,共同堅持自由市場理念、反對經濟脅迫,並致力維護印太區域安全的理念相近夥伴。澳洲政府近年在諸多重要場合,公開發聲支持台灣的國際參與,強調台海和平與穩定的重要性。台灣與澳洲的雙邊關係各項實質進展各界有目共睹,我國政府將在既有堅實基礎上,持續與澳洲穩健深化在各領域互信、互惠、互利的友好合作關係。
