A Sustainable Agricultural Development Goal of Food Security and Improved Nutrition

The Ministry of Foreign Affairs (MOFA) assists the Council of Agriculture (COA), Executive Yuan, in collecting data on global markets for rice, wheat, corn, soybeans and other major grains. When appropriate, COA eases market access for imported grains in order to achieve the second of the United Nations Sustainable Development Goals (SDGs) passed in 2015: to end hunger, achieve food security, improve nutrition, and promote sustainable agriculture. This approach upholds the broad principle behind Article 11 of the 1976 International Covenant on Economic, Social and Cultural Rights, which recognizes the fundamental right of every person to adequate food, and assigns its states parties the responsibility to take the individual and cooperative measures necessary to ensure an equitable distribution of world food supplies in relation to need, taking into account the problems of both food-importing and food-exporting countries.

In order to meet global demand for grain, the International Grains Council (IGC) holds biannual meetings. The council held its 48th Council Session in Paris, France, on December 4, 2018, and is scheduled to hold its next Session on June 10, 2019. These meetings provide a platform on which to promote international cooperation in the grain trade; create more open, fair and stable markets; and increase world food security.

The International Grains Council is an intergovernmental organization established under the International Grains Agreement, which succeeded the 1995 International Wheat Agreement and comprises a Grains Trade Convention and Food Aid Convention.
