1.Whether looked at from the perspective of history, geography or international law, the Nangsha (Spratly) Islands, Shisha (Paracel) Islands, Chungsha Islands (Macclesfield Bank) and the Tungsha (Pratas) Islands, as well as their surrounding waters, are an inherent part of the territory and waters of the ROC. It is indisputable that the ROC enjoys all rights over them in accordance with international law.
2.The Government of the Republic of China (Taiwan) calls on countries in the region to respect the principles and spirit of all relevant international law, including the Charter of the United Nations, and the United Nations Convention on the Law of the Sea, and to refrain from adopting unilateral measures that might upset the peace and stability of the region and the South China Sea.
3.The ROC government, upholding the basic principles of safeguarding sovereignty, shelving disputes, pursuing peace and reciprocity, and promoting joint development, is willing to jointly develop resources in the South China Sea with other countries. It is also prepared to actively participate in related dialogue and cooperation mechanisms, so as to resolve disputes through peaceful means, safeguard regional peace and stability, and promote regional development.
